As per subject can anyone recommend an adaptive fast charger for a car (cigarette lighter receptacle) charger for Samsung S6/iPad etc

or alternativly a way to use existing car USB ports to charge phones (without it taking all day) if possible.

Best option I've come across is the Anker one. Like all Anker products and the numerous other threads on here discussing their products the only problem is you normally can't get them shipped to NZ directly from Amazon and need to use a 3rd party shipper.

One of the many cheap dongles that shorts the data pins may help speed up charging using the current USB connector. The problem with companies adding USB ports to wall sockets, planes, cars etc is that 99% of them are useless for charging any new devices made within the last couple of years as they can't fast charge them and will only charge at 450mA

I'd get something like http://www.adata.com/en/mobile/feature/298 (recently purchased myself). It has a 1A and 2.1A charging port. Can use it anywhere, car, cafe etc. Then charge up later (eg in slow car port, whatever).

The anker performs ok but is quite big. 

A better option is the SCOSCHE USBC242M.  I bought this and it is brilliant.
