When one turns on wifi, there is often a long list of AP's that the phone detects …. in what order are these shown?

 

I thought signal strength, but sometimes this doesn't seem to be the case.

Depends entirely on the device and their is no standard. Msot operating systems rank in alphabetical order.

Seems device dependent.

 

Mine is signal with secondary of security level and band following below (lower signal ones are ordered differently then more full signal)
