I have a one plus 6 which I would like to use both sim cards, my main sim to be used to skinny and the second sim with warehouse.
Both are payg and I have been happy with Skinny which I have used for a few years now, have used there $9.00 plans now and then or they will offer the deal for $5.00 sometimes!. But don't use it that much just the occasional phone call or txt.

I tried setting it up for skinny sim 1 for calls and txt. And sim 2 with Warehouse for data only but it has never worked.
Its a shame as Its handy with the Warehouse as you get $5 to top up when you spend over $50 with them and it soon mounts up.

So has any one encountered the same problem or is it just with the phone itself?

I'm currently using a oneplus 6 with skinny for data and etisalat (UAE) for sms. It asks for calling.

It works fine and I can swap services on demand.

Have you tried each sim card individually to make sure all services work before using both?
