With US mobile networks (Such as AT&T Wireless), do you pay for outgoing calls only like we do here, or do you pay for incoming too?

Yes. Typically these use your included minutes with the larger operators so you're effectively paying the same rate for both incoming and outgoing calls.

There are operators that offer free incoming calls and there are promos available on some networks offering deals such as free incoming calls from the same network etc.
