ah yeah unlocking - thats what i meant - but you use taht software to "unlock" the phone at that website.

Does anyone know what country i can buy one from that is not on a contract?

Why get one from the US

The iphone 3G sold by Vodafone NZ is not locked down in anyway

You don't have to go on a contract with Vodafone NZ.

Are you sure you know what you want or are doing???

From what I understand you still can't do a 3G unlock of an iPhone, only a Jailbreak. Jailbreaking allows you to install unsigned apps, unlocking allows for use on any network. So you're better off buying a Vodafone iPhone outright as they're already unlocked, and then jailbreak it. Check blog.iphone-dev.org for details.
