vodafone does,
but seriously it has already been somewhat addressed in the post on voda ptt.
I would check with voda if you already have one and if i had to say something i would lead towards no as the press release and media coverage highlighted that initially only one voda handset was ptt capable the motorola v3?0 and that voda's ptt architecture has been designed by motorola. The 5140 is a nokia and whilst ptt capable it may not be capable to run on the vf network at present. On the other hand there was talk team nz used the 5140s in their ptt trial.

__________
update
assuming vf website is correct then the answer is NO

No its not. I just had a conversation with the store about this cause I was told that this was a feature of the phone but VF NZ has decided not to support it. so it seems they've left it stranded so they could try to come up with a PTT service before Telecom. Not at all impressed. I was also told that the PTT mobile they are going to support won't even be in the market til end of week. Launch???? Not!

Vodafone never promoted the 5140 as PTT capable. Nokia are well known to include features on their phones that are incompatible with other brands of mobiles - this is one of them. While PTT can work on the phones to other Nokia 5140's it's not compatible with the standard Vodafone have chosen which is now being supported by most handset manufacturers.

I was told by the sales rep from the Vodafone store that It would be able to use this feature when the service launched, do you think i'll be able to take this phone back if they have no plans to support it?

Here's an article from last year over the differences between Nokia's PTT implimentation and the OMA standard (which Vodafone are using).

If the salesperson did tell you that PTT would be available you might have a case, I'm unsure if there are any firmware updates planned to make the 5140 fully compliant with the OMA standard.
