if a person is in the UK with a vodafone NZ mobile on auto-roam can a person in New ZEaland use a New ZEaland ATM machine to top-up the vodafone NZ mobile thats in the UK? If so, then does the person in NZ just type the normal 021 phone number in the ATM machine?

Yes. They just enter the 021 number, the person on roaming will get a txt saying that the topup was successful.
