Pretty sure you can via the settings menu. Bought my mom one and it's a good phone. You can also get themes etc from TWorld too.

Have you actually looked in Settings?

Right, so did you change the wallpapers etc? What exactly have you tried to do.

How about taking pxts of some pictures and then using them as the background etc? Time to get the brain going and use some creativity :-)

im pretty sure i asked "Can i change the startup menu, theme?"
you can't do this on the phone, is there a programme you can download to do this?

still not quite sure what you mean by the startup menu.. as in the home screen theme?

Installing hacked firmware might work. But you will have to find some. I have this phone BTW.
