Most dual SIM phones on the market are GSM only.
Telecom XT requires UMTS 850Mhz support. There's only one dual SIM phone currently out that supports what you're after, and that's the DX900. It's sold under the Acer brand and the Eten glofiish brand, but the reviews aren't that great and I don't know if it's available here.

I'll repeat this again. I'm pretty sure the DX900 is the only dual SIM phone that'll work with Telecom XT. Even then, it'll only support it on one of the SIM cards. Every other dual SIM phone out there will not work on Telecom XT.

At a minimum, for Telecom XT, you need UMTS/WCDMA/HSDPA support for the 850Mhz band, and for Vodafone you need GSM support for the 900Mhz band.

Don't buy a phone that just has GSM support for 850Mhz, it won't work on XT.
