Can the exact location of a person activating a phone for the first time be traced by the police or someone to the exact location?
When the phone is turned off?

Not the exact location, but it's possible for example to check afterwards where (in a general manner) a specific phone was used. Every time a call is placed, or the handset checks service, it sends out a series of codes.

Of course it will depend on what information the operator records, stores and for how long.
