Windows Phone 7 - Samsung Focus or HTC 7 Trophy. Then download the free app 'beezz' or the official 'twitter' app from the wp7 marketplace.

I still think Gravity is pretty hard to beat on the Nokia.

I think you'll find that most smartphone platforms will have you covered for twitter. Android has multiple twitter apps that work off your homescreen. I use Plume (Touiteur) and love it.
