The photo doesn't look that extreme to me. Looks a bit cheap and plasticy. These sorts of things tend to get rebranded, as it doesn't look like the 'brand' has a website, so you maybe able to pickup something a lot cheaper on embay that is the same.

It would be better than nothing.

But based on that link that is unfortunately the only nice thing I can say about it.

It has almost nothing about its specs.

If I wanted a very cheap action camera then I'd order from eBay/Amazon a GoPro3 White Edition (might even get it second hand?). Can be got for under US$200. The Silver edition is also going for very good prices too.

If I wanted a very very *very* cheap action camera then I'd go for a #808 camera.

Either of these two options (#808 or GoPro3 White/Silver Edition) would be a much better idea than that JBHiFi camera.
