I would like to use Signal on my Samsung tablet but the app store will not allow installation. Not sure if this is Samsung stopping it or Signal will not work on Tablet
Does anyone know if there is a way around this

Pretty sure Signal authenticates via SMS, so you'll possibly only be able to install it on a tablet with a SIM slot. It can be installed on my Samsung tablet (does have 4G hardware) directly via the Pay Store.

I understand about lack of sim slots but my windows computers have Signal installed and they don't have sim slot so there must be a way around it.

I believe Signal on the computer is tied to the account on your phone. The Android app doesn't (as far as I can tell) have the ability to be tied to a different primary Android device/account. I think WhatsApp is the same. Perhaps send the developer some feedback via email and see if they respond?
