I want to create a new FB page or group ?

It is going to be a community page were people have to apply to join by answering  some questions and being verified and posts are moderated before being published.

I have read the FB help page but I am still confused as to the best way to do this  as in do I create a complete new page or a group from my page and how do i then set it up with the settings that I want.
