About a month ago I noticed that water was bubbling out of the ground after it rained, so after I dug it up I have discovered this terracotta drainage pipe.

As this has just started (I've been here over 10 years) it points to a blockage somewhere in the council waste water system causing things to back up and come out of this pipe.

So i've been on to the council for over a month but getting no where fast. At this point I just want to cap it and leave the council their own devices.

So can anyone one point me to where I can get a suitable cap, I'm assuming the process would be to fit the cap and put some concrete around it?
