About a month ago I noticed that water was bubbling out of the ground after it rained, so after I dug it up I have discovered this terracotta drainage pipe.

As this has just started (I've been here over 10 years) it points to a blockage somewhere in the council waste water system causing things to back up and come out of this pipe.

So i've been on to the council for over a month but getting no where fast. At this point I just want to cap it and leave the council their own devices.

So can anyone one point me to where I can get a suitable cap, I'm assuming the process would be to fit the cap and put some concrete around it?

A plumber here recently used a flexible rubber fitting to join terracotta with PVC drain pipe. I wonder if a similar thing could be used as a cap.

I probably wouldn't put concrete around it until you're sure the cap worked.

You might want to dig further, they are often just lengths of pipe laid end to end with no real connection between them, if this is the case then capping this one might just move the problem along by 2 feet.
