How do you fix the issue of people wasting time in the toilet? having a light that turns off in a reasonable amount of time is a good incentive to get off the toilet and go back to work is it not? would you rather the company give out a warning for wasting time?

Employing someone and expecting them to work 100% of the time and not allowing simple things like toilet breaks is a really good way to end up with really disinterested if not openly hostile staff, doing as little as possible and badmouthing you to everyone, including customers.
If people take the mick and slack off for 45 minutes to an hour you deal with the individual.

I've employed people for 20 years. What I have learned is that you are MUCH better to deal with the individual than alienate everyone. I have a guy who spends more time than I like in the toilet, but he is valued, works hard, often does overtime, and it wasn't till I sat down and thought about it, that I worked out that even bringing it up was the worst thing I could have done.
Personally I think your Dad is looking at this all wrong. Like I said, it's his business, but I'd be pretty surprised if an analysis of true productivity showed an overall spike related to this.
