Sounds like a design flaw. The inside sensor should only release the outbound latch, and the outside sensor should only release the inbound latch.
EDIT: This should only be an issue with the dual scan door. The door with the curfew mode shouldn't have this problem, so that would still be good for anyone not requiring keeping one cat in while letting another out.
