gzt: ^post assumes you have RCD circuit breakers and not some ancient fusebox.

A short circuit, such as a socket being submersed in water, should trigger your circuit protection whether that's a fuse or circuit breaker. RCD would also protect if Earth wire or Earth via the concrete floor comes into contact with the water

Sockets in water will not usually trigger the short circuit protection, current is too low for that. RCD yeah for sure, but dont count on lots of current in water. Enough to be a hazard yeah but Ive seen so many things full of water still working fine.

If there was a major leak then new pipes/fittings will have been installed so the likelihood of another leak is pretty minimal.

They must be confident the leaking is fixed, none of the new timber is treated for wet areas or has any dampcourse between it and the concrete.

Actually in the area of concern no work has been done at all. All they did is cut down the pipes from the floor, then put PVC pipes to replace the copper pipes that run up to the existing mixer unit. The mixer and all other items from there on are original.
