Possibly tools for tightening/loosening nuts that are flush, such are around the external antenna socket? It's hard to say without a photo of the business end:

One would work on those - it has two small equidistant prongs.  You can see them in the closer photo at the narrow end of the tool.

 

The other one has little holes instead of prongs.

I think this saying has probably largely died out now. My mum used to say it - in the same context as reported in the above article - when I was a kid back in the 1950’s and I think that was when I last heard it.
