I don’t think it’s Radermachera sinica (aka China Doll and Canton Lace). We have several of these which we planted on a boundary for privacy - now 6-7m high. The leaves droop downward (yours appear to be upward), are in groups rather than pairs and grow off a subsidiary stem rather than an upward pointing main stem.
Could be wrong (again) but they look different.

neb: I've identified the mature form, it's a bushlike tree:That one's next to a bus stop and frequently cut back so it doesn't look like much at the moment, it has a reasonably sizeable trunk. Here's a closeup of the leaves with a hand to scale:
So it is a tree, and not something I want in that area. The ferns are there by design, they fill in the shady area under the tree ferns and keep the weeds at bay, but the tree thing is unwanted.
That does look like China Doll - but doesn’t look like your OP photo.

Yes but sorry, juvenile China Doll looks like this. It has drooping leaves, not arranged in pairs, on subsidiary stems. Unless I’m looking at the the wrong plant in your OP, yours has paired leaves pointing upward off an upward pointing main stem.
