In this case you are in luck... because you have a shared neutral screen with your neighbour the insulator is owned by the network company and they have to fix it ...for free.

 

Why? Ownership changes at the point of supply...normally the boundary, however where multiple installations are supplied the point of supply is where the fittings become exclusive....

 

The insulator/bobbin is not exclusive..so is not your problem 

 

 

 

(Electricity Act Section 2(3) if you care) we deal with this exact situation every day

@snnet - I am based in Wellington, thank you for you offer to suggest someone though.

 

@Bung is correct in his assumption, the downpipe had been temporarily removed while painting was happening.

 

For clarification, as has been rightly called out by many of you, my property is semi-detached so the shackle and bobbin is shared by both properties and there is a separate entry box for each property (as you can make out in the picture - I should have been clearer in my description).

 

@mdooher - what a great addition to the thread, not just helpful but money saving also. I am sure your comment will help others in the future and not just myself. Thank you!

 

While this thread was picking up traction I had an electrician provide me an estimate for the work - he had not picked up the non-exclusivity of the bobbin/shackle part so had it not been pointed out I would have assumed I would need to cover the cost of this part.

 

I have reached out to Wellington Electricity to ask them about getting the bobbin/shackle replaced and will talk to an electrician about having the 2 entry boxes also replaced - I am assuming they will need to coordinate between themselves and do this job at the same time.

 

I looked at the standard PDL (PDL847) and also the Transnet (TNMEB3PH) MEB's and as pointed out the latter not only looks to be cheaper but tidier in appearance so will ask my electrician to quote me with the Transnet model.

 

 

 

If anyone is interested in the estimate I was provided it is below, they only went off the photograph and haven't looked at it in person yet but it will give anyone reading who is interested an idea of what you may expect for a similar job.
