That does seem crazy when compared to how it is all done these days.

I had a couple of ours leak in heavy rain. Why the previous owners never did anything I do not know.  I drilled out bigger holes (they werent blocked, just stupidly little) on both our front door and our ranchslider and have ever had any flooding again - unless someone forgets to close the door when its raining like today O.o  And no apparently its not acceptable to try and mop it up with the cat :P

yes.

leaky home syndrome started well before the 90's, it was just hidden.

We had a similar door leak a few years' ago, and no amount of cleaning drain-holes, etc. helped.

The issue was the rubber *around the glass* - it had shrunk with age and there was a hole in one of the corners, where the two ends of the rubber had come apart.

Would it be ok if I drill more holes? I don't think the existing 4 holes can handle heavy rains.

I couldnt say one way or the other.  It worked for me - I checked there was drainage all the way along the bottom first before drilling the existing holes larger and adding another one in the middle (i think our front door originally had one on each side).  I also made sure to unblock any of the drainage holes - they really do fill up with crap. 

the other thing to keep in mind is air pressure. you really need an air seal on the inside side of the door. that gets difficult with in swinging doors. 

if wind can't blow through it won't blow water in and it will allow water to drain out.
