Does anyone know where I can get some of the fluoride testing strips?  The ones you can use to show a pool of water is from town supply and not rain water.

If this is the MILs problem if it makes the meter move don't you already know it's town supply?

In any case I think they usually look for chlorine.

Unless it's a very tiny leak, it will be making a hissing noise as the water escapes from the pipe.
Well trained ears and the right equipment can very substantially reduce the amount of digging.

 

 

Seen this done most years here when Watercare do their annual broken pipe patch [*], they drill small holes to poke an audio probe into and from that can localise the point of the leak. Then they dig at that point and add another patch alongside all the existing ones.

 

 

[*] Some years the water main breaks completely and it's obvious where the problem location is from the fountain of water welling up.
