As mentioned I'm not in favour of net metering over the course of the day for the reasons you point out. I want the instanteneous net metering over the phases at a single house. Like Australia has. So that I can be buying 8kW from the grid rather than buying 10kW and selling 2kW at the same moment.
That type of net-billing across the three phases, I could happily get behind. It does seem to avoid many of the issues around encouraging unsustainable peak production. While it sounds simple I suspect there would be some gotchas around the fact that most places are single-phase currently. Thus if everyone started to go for 3-phase with export and all phases were being equally stressed by exported solar they may require a fair bit of rewiring existing users to more evenly spread them around different phases.
It certainly would be nice to see, as we have 3-phase to the house, but only now use one phase after having solar installed with a single-phase inverter. I'd have preferred to stick with the multiple phases in active use, but under the current system to maximise self-consumption that single phase set-up is needed. Even if it does mean at some times I'm throwing 4kw back up that single phase. Especially seeing in next few years want to build and go for a system more in the 10-12kw range for a full electric house + Spa + pool + EV and try to push the carbon footprint of our energy use to Zero or negative (planting lots of native trees in the gully).
