Have just moved into a house with a Fujitsu Inverter Heatpump. Have never had one before.

Should the outside unit be on/blowing cool air all the time, even when inside unit is off?

Nope, absolutely not. If it's doing that something's wrong, turn it off with the master power switch which is usually outdoors by the unit and get someone in to repair it. It may be under warranty, heat pumps usually have decent warranties.

When you turn the indoor unit on the outdoor unit starts up. If you have the indoor unit on heat it blows cool air, if you have the indoor unit on cool it blows warm air. It's basically a fridge that can work in either direction.

There are split zone heat pumps with 1 outdoor unit and 2 x indoor units.  But then I expect you would have noticed another indoor unit blowing air by now.  You could also try operating the indoor unit through a heat cycle then a cool cycle then off again and see if the outdoor unit shuts off correctly, maybe it just got out of sequence.  Turning something off then on again is standard practice for most technology resets after all.

have you tried turning the outside switch off and on again?
