Photo shows the 2 meters for me and the neighbor. There is some kind of switches below that, but doesn't look like heavy duty enough for main switch? 

Could anyone tell me what are they? And it's different from mine and the neighbor's, how? 

I'm sure this is a silly question.sealed

Could maybe be for your hot water cylinder? When my new meter was put in they put in a switch for the hot water, may be a circuit breaker.

The bottom black one is the Mains switch, its probably rated for 60A

Small round white one may be HWC if there is no separate fuse on the fuse board for it,

Any night storage heaters ?

Could be a booster switch for the hot water. Is one of your HWC's on nite rate?  Some people like a day time override switch for the night rate HWC so that if you run cold, you flick the switch and it starts to warm the element again.
