Once the mortar is dry properly try a firm ( Not wire) brush. I would try to avoid chemicals as these may cause discolouring

Water blasting may damage the mortar or the brick surfaces.

That depends. A high capacity water blaster will probably blow the mortar clean out of the joints, a small domestic water blaster mightn't be powerful enough.
There may be a "just right" but in general I'd say "not recommended".
Dilute hydrochloric acid would probably be okay, but don't slosh it everywhere - or spray it, it will eat into mortar. Applying it carefully with a paint roller - so it's only going on the face of the brick - might prevent that, but you'd need to be very careful how you used it, and wear protective gear, or it'll fling off the roller into your face or eyes. As stated above, it might stain, so you'd need to test on a small area first. Rinse off with plenty of fresh water.
