Having seen plenty of comments around this and the usual caveat of knowing what you're doing and keeping safe, it seems that Electricity Act 1992 allows for certain types of work to be carried out by a homeowner or other close relative.

I am in the process of installing a submain with several standard sockets attached and installing/modifying a couple of lighting circuits.  These will all be left unterminated at the existing garage switchboard (as per the guidelines) and all cable runs left visible throughout their entire length as the wall and ceiling linings are yet to be permanently installed.  I intend to follow Regulation 47 (1) e) ii)  :

"The work is tested by a registered electrical inspector, in accordance with NZS 3019, and the work is certified by that inspector in accordance with regulation 39, before being connected to a supply of electricity by such an inspector."

A couple of questions:

1) Can anyone recommend an inspector to terminate and liven the work and issue the Certificate of Compliance - assuming of course that the new work is compliant? 

2) I can see that there are things that are almost certainly non-compliant which are not related to the new installation.  Not wanting to lay blame on anyone involved in the previous work, what is the legal status/ potential liability for the existing situation?
