I have a westinghouse oven which is wired to a 32amp circuit breaker. I am going replace with a wall oven which has a 10amp plug. 

 

Can I put a 10amp circuit breaker into the 32amp slot and put a 10amp socket for it to plug into.

short answer is no, long answer, you can replace the socket, but you are not allowed under the homeowner exemption to do any work in the switchboard (swap out a circuit breaker for example) - you need an electrician for this

Why would you want to downgrade the circuit breaker?
Unless there is something special with ovens, is it a problem having a 10A oven on a 32A circuit?
Is it that you are worried about having a 10A plug outlet on a 32A circuit?
Would this be a better solution:

I would be interested in seeing a photo of your fuseboard, if you can put a circle around the oven circuit breaker
