We seem to be getting our letterbox looked through every couple of days (back flap is left open).  We don't notice anything missing but you don't know what you have never seen.

Does anyone have any recommendations for a good lockable letterbox that is suitable for an urban area that won't break the bank?

I have one of these letterboxes

https://www.boxdesign.co.nz/

They are not the cheapest, however if you call them, they do have "seconds" that are very well priced.

They are made in Christchurch and are very good quality product.

An alternative is to put a window-open sensor on the letterbox flap and confront whoever's doing it, our letterbox has one of those to alert us of mail deliveries but could also be used as an alarm.

However, if it's being consistently left open every few days have you ruled out other causes, gusts of wind flapping it open, a curious dog, etc? Have items actually been stolen?

keep in mind that many will most likely use cheap nasty locks they can just shove a screwdriver into or weak panels they can just prise the panel with a screw driver and the lock will pop free.
