It could be quite useful as the comments indicate it can be used outside as well as inside. I went looking for something like that at Bunnings but nothing seemed similar.

I've only seen spray foam used.

From the video and a quick Google it's just builders putty with duct branding.  I couldn't see anything that would place it above standard putty.

 

And if you need something like that, have a look at kneadable epoxy putty, which you can get from Aliexpress for a song or M10/Bunnings for a fortune, that stuff is incredibly useful to have around.

Depending on your application, size of the hole you are trying to fill etc, self amalgamating tape might be the go.

Based on that youtube video you linked to, we wouldnt want to use that in NZ. It didnt seal properly.   

 

Instead we would use something like sellys roofing silicone.   

 

More specifically, we would use an ETP box such as a   

 

Marley 21.25   
Marley 51.32  

 

And have the box mounted to the wall with a silicone filling in between to seal the uneven surface, then have a hole drilled through the back of the box into the wall.
