I know diddly squat about 3D printers, I've never even seen one.

 

How much would it cost to have that made, and who would I even ask?

Where are you based?

 

This looks like a pretty quick and straightforward print, so shouldn't take much time or filament. Libraries and community makerspaces might be able to help you out for koha if one is local. If you are in Wellington, Not-quite-so-littlest-anymore Miss MDF is offering 3D printing and other craft/making services - which seems to be the perfect wheeze, because when Dad pays for all the materials, everything you make is pure profit.

As mentioned, some libraries offer 3D printing services. Contact your local library to check.

Also there are some Facebook communities like this one where I'm actually an admin: https://www.facebook.com/groups/nz3dprinting 

 

If you ask on there I'm sure somebody will be happy to print it for mates rates and better quality than a Library could do. Otherwise I'm also happy to whack it on one of my printers and courier it to you (am Wellington based) but it's cheaper if you can find somebody local.

Interesting!
my local library does 3D printing, I could really use one of these (to use on the glass sweet chilli bottles and also the skin moisturiser bottles), but I’d have to have some sort of holder to keep things upright (obviously top heavy bottles).

I think the licence text means you can't just print copies and sell on your weekend market stall as your idea/content.

 

Nothing against a user asking someone else to print it and paying for time/materials/shipping/margin costs.

I think it means you can't print it and use it to provide a service you charge money for. Nowhere it says you can't charge for printing.
