Yep we have it too, usually just at the start of the 6pm News, occasionally just before the 1pm updates and also about 6:30am for breakfast.

I’ve assumed it’s just the streaming servers having a wee hissy fit when everyone turns on the news and then it catches up with life.

We’re Spark Gbps fibre on an Apple TV 4K.

Full Flavour gigabit fibre here with ATV4 and we also have the buffering issue when watching live tv1.
We only tend to use it to watch the news live and that’s when it happens. Right around 6pm.
That’s the only time it seems to do it and usually only once and then it’s fine for the rest of the news.
It does sometimes do it a few times and once or twice have had it happen part way through the hour.
We sometimes end up watching the chase most of the way through before the news and it’s never done it during that except within a few minutes of 6pm.
We do use the app to watch a lot of on demand stuff and never have an issue.
Haven’t noticed the issue when watching the live covid updates this past couple of weeks.

What about CDNs that ISPs plug into?

I confess it's outside of my area of knowledge, but I thought the days of ISP specific CDNs were long gone and everyone (except Spark who are enduringly obstinate about peering) just peered with Cloudflare, Akamai, AWS, Azure, etc via NZIX?
