Assuming you are posting from your home now, I see your IP being reported as New Zealand.

 

I would contact Disney+ support as they might have your network provider in the wrong location.

I can access Disney + on 4G, and on my work Wifi.  The Smart TV connects OK too.  It doesn't seem like  a Disney + issue, but I'll give them a try.

If the Smart TV works - it may not be an IP address issue

 

If you have a PC, and feel like trying something geeky follow this video - https://www.youtube.com/watch?v=9BD264pKWzc on how to change your PCs DNS settings

 

Change it to 8.8.8.8 and 8.8.4.4 - and then see if Disney+ works on the PC. 

 

If it does, do the same in reverse, but change the settings back to "Obtain DNS server automatically" and test again - remember to close the browser (or reboot the PC) between changes

My point is that your home IP could possibly end up in the wrong country in some database or another. If this happens Disney+ would continue to work on 4G (not home ISP) and work WiFi (again, not home ISP). The fact your devices are showing this at home points out to some problem related to your network, not Disney+.

 

The suggestion above is good - try using a third party DNS - 8.8.8.8 or 1.1.1.1 and see if Disney+ works on your PC. Or you could change the DNS on your router and try on my other device at home. If it works, then your ISP might have a problem pointing to the right server, caused by some fault. In this case, just keep using the alternate DNS suggested.
