When you enter the credit card details on the netflix signup it just asks for the credit card name, onesmart number, etc and the zip code.  Should I be linking the card to my US paypal account and paying that way?

FYI, i just had my NZ Visa credit card charged last week.  I signed up and have been using the same card since last year.

Good to hear. My next payment is due Wednesday next week. Not anticipating any problems though...

I signed up about two weeks ago using my ASB Visa with no issues, and my YouShop postal code. I've not been debited yet so we'll see how that goes.

If you're still having issues, I can think of one more workaround that might help, but it requires an Apple TV. Get yourself a US iTunes account (the instructions are easily found online). Link your OneSmart account to the US iTunes account (I just linked mine last week with no problems). Make sure there are funds in the US wallet of the OneSmart card. Set your Apple TV to the US iTunes store. Then apply for Netflix via the Apple TV and it should ask you if you want to set it up using your iTunes account. This is how I've signed up to Hulu Plus - set up using US iTunes then pay US iTunes with OneSmart. Details here: https://help.netflix.com/en/node/438

Funny, today Netflix let me sign up using my onesmart card  and zip 90210 no problem.  So I got there in the end.  Thanks all for your help.
