The difference is that a browser, or kodi, has the potential to link anywhere. An app that specifically links to a pirate site is intended for that one thing only, and nothing else. Add-ons as a whole are neutral. Add-ons designed to stream pirated content are not.

Problem is when people get an Android box, install Kodi and add-ons, then configure to use pirate streams and sell it on Facebook and Trade Me as "No need to pay for movies or Sky any more! Free movies" and so on...
It's not the software but how people are selling it.

They don't sell it with Kodi installed and don't say "Here, have all these movies for free". These "boxes" come with pre-installed plugins and links to pirate service out-of-the-box.
Very different approach.
