I was listening to a song on Breeze today and happen to switch between the streaming (128 kbps) vs the input from the 93.4 FM from a component FM tuner with external aerial with line of site to broadcast tower giving a full strength signal. They are both being played without any effects / processing and had similar volume when I compared.

To my shock the Internet streaming actually sounded better through my new AMP. At what point streaming audio supersede broadcast quality?

It depends on the codecs used, and the reception quality for the FM transmission. I'd say most people wouldn't recognise the difference between a good FM transmission and a good 128kbps AAC recording. MP3 would probably need to be 192kbps, but will be more likely to have some artifacting imo that could be noticed. FLAC streaming far exceeds FM transmission, barring any sort of unusual circumstances.
