due to exchange rates what would be the best option signing up to usa or canada or other contries ?

I don't think you'll find much difference really.

Once you are signed up, you can access any country's netflix just by changing your unblocker settings.

Netflixaroundtheworld.com is a good way of locating the content you are looking for.
