This is driving me crazy! Works on IE, same video doesn't play properly in Chrome. 

I found an article referencing disabling pepper flash player but that didn't help. Other computers in the environment have both enabled and play well. 

 

Also affects SOME Plex web player playback. 

Any ideas?

I had this with Nvidia 8400 and it was something to do with hardware acceleration and disabling hardware acceleration in chrome fixed it... I can't find the original thread now. Will repost if I find it.
