Have purchase an Amazon Fire TV and until it arrives I am trying a free trial of Unotelly. I will try it out on my PC in the meantime. Should I set the DNS in Windows 8 network settings or on the Router only, is one better than the other?

Either or either. I have an Amazon Fire TV and it works fine with either anyway. On router it's easier to manage.

If you set it on the router, then all devices that use your network will have access to it.

I use unotelly, have done for over 2 years. I set dns in the router so all devices can use it, on the occasion this may not work I use dns jumper to temporarily set it back to spark dns settings (had an issue with Sky that needed this)

+1 on setting it on the router.
Best bang for the bucks - every device in the house will be geo-unblocked without you having to fiddle with them.

Also, can I have the DNS settings on both the router and the Fire TV?

You can if you want. But if something goes wrong you have to remember to check in both places. It makes more difficult to troubleshoot.
