I'm considering getting a Chromecast but I can't get a definitive answer as to whether I can use Kodi with it from my PC. I see plenty of advice about KodiCast from Android devices but I'm wanting to use Kodi on my laptop.

Is there a way to do this?

Windows 10 supports projecting / mirroring display from the laptop to your DLNA tv device. Might be easier if your tv supports it.

The TV is not a Smart TV.  I've been using an HDMI cable to connect TV and laptop.

I would say your two options are Plex on your PC as there is chromecast support in there on the android client. Or avia media player on android can stream to chromecast.
Or get a Raspberry Pi and run kodi on that. Then get a wireless mouse/keyboard and you're away. That's how I do it.
But for both plex and avia you need an android device to control the chromecast.
