We recently changed ISPs and our new service is much better than the old one, but I still notice odd buffering blips on IPTV, even with TVNZ. This while speed tests show a steady 29 Mbps down with pings of around 25 ms or better.

 

There is also an oddity with the iPlayer add-on, which streams fine for about a half hour and then starts buffering badly until it finally freezes. If I switch to a Windows browser, the stream plays flawlessly.

 

I recall from a few years ago that Kodi had some issues with buffering. So could these things be caused by Kodi, and is there a fix or better alternative? I am talking about Kodi on the Shield here.

Try increasing the buffers.  Ive had similar issues in the past with Kodi in various platforms.  This site has a fairly good walkthru on it for installing the likes of the ares wizard. It can be done manually but just easier to use some sort of wizard!
