Bhutan was the first country to outlaw tobacco, though it didn't completely outlaw smoking. It has just reversed course because of all the tobacco smuggling. I wonder if we will do any better.

Yes, but since you are not legally an adult (varies for different things up to 21) it failed.
However since they are talking about giving adults different rights based solely on their age "innate characteristic" I suspect they are going to run into trouble.

I suspect comparison to Bhutan is fallacious. We don't have land borders, so smuggling is a completely different problem there.
And we're not depriving existing addicts of their nicotine supply -- they will still be able to buy tobacco legally, but new addicts will not be created (generally speaking, and not legally).
I think it's a brilliant solution. But it will be interesting to see what happens in 10 years time when under-24 tourists will be unable to buy tobacco, and presumably won't be able to import it either.

Right. We don't have land borders so there is no smuggling of meth and other drugs here. Reassuring to know that.

Smuggling will not be necessary... anyone over 14 now will be able to by tobacco legally for years to come... so just buy it and "smuggle" it to you "underage" mates.

Here is a crazy notion, lets give peace a chance.
If I read correctly the nicotine content of tobacco products will also be required to decrease over time. So they will be less rewarding to smoke. It would make sense to do the same with vape liquid - nicotine is a tumour promoter.
Will be interesting for young tourists and international students once the exclusion age hits the 18 - 30 group. Maybe we will become a destination for 'smoking cessation tourism'
There will be a issue with black market supply. But, this policy will stop people starting to smoke in the first place. More young people seem to vape now anyway. Health effects of that TBC.
General availability will decrease as fewer venues will be able to sell tobacco.
Govt could also ban smoking in outdoor sections of food and beverage premises. That would deter a lot of people as well. And make beer gardens much more pleasant for the >80% of people who don't smoke.
