It's a good outcome for PHEV owners and the older useful vehicles on the road. Unfortunately it's a bit of a distortion compared to the higher than justified EV rate which is going to see PHEV sold in place of EV for some applications. Some marques will be joyed about that outcome and some won't.

I do still suspect EV rate is artificially high so that when RUC is introduced for all current petrol vehicles the govt can say hey it's still not as bad as EV count yourself lucky /conspiracy /conspiracy

Collecting tax on petrol sales at POS is very efficient, simple, and its really hard to avoid (For a Petrol Vehicle)
So almost every dollar makes it to where its supposed to.

But unsustainable as even petrol vehicles become more efficient.  The revenue is drying up and will continue as technology improves.  You can't fund a growing asset with reducing revenue.  Another funding method needs to be found, and it seem this government is looking at the RUC system as the solution, rightly or wrongly.

Lazy is such an ugly word, I prefer to call it selective participation

I don't understand this. Surely once everything transitions to RUC then all vehicles under 3.5 tonne will pay the same rate independant of how they are powered?
