Still waiting for a reply re the legality of Infringement Notices issued.

I emailed a reply to the LGOIMA request on the 19th April.

Hadn't heard anything or received an acknowledgement by the 26th so I phoned.

Received an email on the 27th saying:

"I have forwarded your email below on to staff, and will let you know when I hear back from them with a response – or they may possibly contact you directly."

As of now I have received no further contact by any means.

They seem r e a l l y s l o w !

To be fair today is only the fourth business day

Here is a crazy notion, lets give peace a chance.

I was more concerned with the 8 days of nothing until I rang to find out what was happening.

One feels that if I hadn't phoned then nothing would have happened.

In my experience, my local council kept detailed schedules of all restrictions, speed signs, parking. These are updated annually and authorised by council resolution as a bylaw with schedule appended. I expect it recorded in a GIS/asset management system now.

If the restrictions are valid - enforce them effectively.

If they are not - do something about it!

The street is barely 3 cars wide with an "S" bend in the middle.

It is also the bus route / entrance for a School of over 1400 students.

Not the main entrance to the School - but parents ignore the restrictions anyway, and it is where all the visitors to the Chinese Consulate park.

It is chaos 8-9 / 2.30-3.30.

Another update:

Had a phone call from the Traffic Engineers dept. this afternoon promising a call from the person responsible for this area.

I await further contact.

No answer was given on the current sign / marking legality.

I assume that you have already googled Arthur Street Christchurch No Stopping and you have already read the first result

where there are various mentions of the No Stopping zones on Arthur street starting from page 25. I didn't read the whole thing but at least on page 25 it appears this is where it was proposed.

The council needs to vote in or approve any changes to the parking rules around the city.

In auckland however, it wouldnt surprise me if the council has just voted to give auckland transport the rights to "make restrictions as appropriate" or something to that effect.

A couple of years ago, Hutt City had to refund all the infringement notices they had issued for vehicles with invalid registrations, as a lawyer had found their parking enforcement bylaw didnt actually cover expired registrations.

That lawyer won a case about parking fines but I think the expired licence thing didn't go anywhere. There is provision for tickets issued under expired legislation still being valid if covered by new legislation.

From my reply to the LGOIMA:

"Regarding the attached draft Community Board report, this was pulled before proceeding to the Riccarton/Wigram Community Board.

The attached pdf accompanied the report that was pulled, therefore this plan was never approved."

A Traffic Engineer visited late Monday to listen to my comments and documentation. He is "going to get back to me". (Didn't say when tho!)

The Arthur St changes mentioned in that 2008 document don't appear to be related to the stretch of road outside the school entrance. If that is the area you are interested in, tthere should be another.

As previously stated (From the LGOIMA request:

2 - Road Marking and Signage (Including Parking Restrictions) for Arthur Street, Upper Riccarton, from Middleton Road to Hansons Lane.”

Staff are not aware of any information the Council holds in relation to part 2 of your request.
