Not a 'fine'. Only a Court can fine you. And it takes a statutory authority to issue an infringement offence notice. Private individuals and companies have no power to do either.
The Uber driver was obviously ignorant as to his rights. He should have removed the clamp by whatever means necessary instead of giving into this extortion.

I believe that only applies to a commercial car-park where a driver has overstayed a ticket.
