I had a lady knock on my window when I was waiting to pickup my daughter from school asking if I had seen a taxi which was booked by ACC. She didn't have a phone and was upset about how she was going to get home. After several phone calls to taxi companies in Dunedin without success, I just thought sod this and gave her a lift. Only 10 minutes of my time

Yeah we had them picking up our kids from primary school last year for a month or two (Wellington).  There were a few no shows.  We could ask for a particular taxi company to be booked (Ekocabs or Wellington Combined) but neither option was 100% reliable.

I would guess that ACC underpay, so the taxi operators don't really want the work.

Imagine being in a town where there wasn't Uber or similar ...

My wife uses Driving Miss Daisey as a wheelchair taxi, they have ACC accredited on the van but they mainly do no wheelchair work,

On the whole very good, might be worth seeing if you can transfer over to their service.

Would be interesting to see if the taxi companies still claimed the $$$ for the rides not provided.

You're not on Atlantis anymore, Duncan Idaho.

Aside from that, the transport is provided under a contract and the taxi service has AGREED to provide the service.  If they don't want to provide services then they should not be entering into a contract to do so.

Well, no, the taxi service hasn't. The despatch service has. The owner of that car that says "Blue Bubble" or whatever on it is not the company you call up to book a taxi, it's an independent operator who has contracted that company to provide job referrals. They are not incentivised to accept jobs which pay less than meter rate. The driver of that car may not even be the owner, they may be a person being paid as little as half the fare to drive the vehicle. They're even less incentivised to accept the fare!
