Just a wee caution that jammers are illegal - as is anything that interferes with a vehicle speed measurement device. So if you get caught with it, expect a fine.
Are you sure about that wording?
My understanding is that is illegal to transmit radio waves in that band, which you would have to do if you were jamming a radar.
By my understanding is that the visible spectrum is unlicensed... I believe I can do pretty much what I like in the way of lights (within the restrictions of white to the front, red to the rear, etc traffic laws) and lasers (without causing harm).

16B Interference with operation of speed measuring devices
Every person commits an offence who—
(a)uses in a motor vehicle any equipment that interferes with the operation of a speed measuring device:
(b) possesses in a motor vehicle any equipment that is designed to interfere with the operation of a speed measuring device.
