I don't believe they target the bottom of hills more than anywhere else - regardless speed limits apply on hills as much as anywhere.
I agree... I think the targetting is of high-speed curves, where speeding drivers won't see the camera until it is too late.
I would guess the maps are updated by the individual GPS providers - talk to them if you think their data is wrong
Most GPS camera alerts seem to be based on the Zenbu online database... you can update that yourself.
